Reporting to the SVP, Global Total Rewards, the Head of Global Benefits oversees the full scope of U.S. health and welfare and retirement programs and partners with regional teams to oversee the global benefits strategy and philosophy. This role is responsible for creating, developing, gaining approval for, and implementing an innovative U.S. benefits strategy that includes among other things, health and welfare benefits, retirement benefits and a leave of absence program. Outside the U.S., this leader partners across business functions and People teams to create a business and People aligned global benefits philosophy, establishing harmonization opportunities to improve the employee experience and capture cost savings. As a subject matter expert in benefits design, this role acts in a consulting-type relationship across functions to proactively inform and receive feedback from the People Business Partners.

This role is currently based in Dallas, TX. In 2022, the role will be based in Richardson, TX.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for leading, motivating and developing a team of benefit strategy professionals, setting clear goals, and managing performance.
Create, design, and gain executive level approval for U.S. benefits program design, and global benefits strategy. Ensure that program offerings support CBRE for long-term growth and market competitiveness.
Oversee U.S. benefits vendor relationships, including benefits broker and consultant, and initiate RFPs for benefits programs. Make recommendations for changes that support an improved employee experience.
Responsible for identifying program deficiencies and recommending and implementing improvements.
Inform senior leadership of monthly financial updates, interpreting and clearly communicating key analytics and trends.
Overall responsibility for U.S. benefits communications creation and delivery; manage external communications consultant.
In partnership with the benefits administration team, support the implementation of new benefit plans and vendors; partners as a SME in benefit administration-related RFPs/RFIs as needed.
Build relationships and collaborate with key strategic partners across multiple functions. Creates clear line of communication to key partners (e.g., benefits administration, payroll, and sourcing, and D&T teams), proactively informing on issues and projects.
Support global wellbeing efforts as needed.
Manages the planning, organization and controls for a major functional area or department.
May be responsible for a mix of direct and matrix reports.
Approves subordinates' recommendations for staff recruitment, selection, promotion, advancement, corrective action, and termination.
Effectively recommends same for direct reports to next level management for review and approval.
Monitors appropriate staffing levels and reports on utilization and deployment of human resources (HR).
Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising, and rewarding performance and retention.
Leads by example and models behaviors that are consistent with the company's values.
EDUCATION and EXPERIENCE
Experience managing the large, complex health and welfare benefit programs, including leading RFPs/RFIs.
Specific knowledge and experience managing leave of absence and disability plans, and retirement plans (qualified, and non-qualified plans).
Thorough knowledge of benefit regulations (COBRA, HIPAA, ERISA, IRS Section 125, FMLA, ADA, etc.).
Project management experience.
Excellent written and verbal communication skills. Strong organizational and analytical skills.
Ability to provide efficient, timely, reliable and courteous service to customers.
Ability to effectively respond to sensitive issues, complex inquiries or complaints from co-workers, supervisor and/or management.
Ability to make effective presentations on general topics to an internal department or large group of employees.
Ability to solve problems involving several options in situations.
Requires advanced analytical and quantitative skills.
Innate understanding of how to prioritize work and communicate prioritization effectively.

OTHER SKILLS and ABILITIES
Extensive knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including federal and state law.
Experience with a large, complex employer.
