Student Trainee (Administration)
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2022. Internship Program: To be eligible, applicants must be accepted for enrollment or currently enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis as defined by the institution in which you are enrolled. NOTE: YOU MUST PROVIDE PROOF OF ENROLLMENT ON A HALF-TIME to FULL-TIME BASIS OR ACCEPTANCE OF ENROLLMENT AT THE TIME OF APPLICATION - FAILURE TO DO SO WILL RESULT IN LOST OF CONSIDERATION. This position will be filled either at the GS- 3, GS-4, or GS-5 grade level. To qualify, the applicant must first meet the minimum requirements listed above. Grade determination will be based on the below criteria. General Experience: GS-3: You must have six months or 26 weeks, GS-4: you must have one year or 52 weeks of general experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [Examples of creditable general experience includes creative thinking, customer service, administration and management] (This experience must be well documented in your resume or application package.) OR, Specialized Experience: GS-5: you must have one year or 52 weeks of equivalent to at least next lower grade level in the normal line of progression. Equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [Examples of creditable general experience includes creative thinking, customer service, administration and management] (This experience must be well documented in your resume or application package.) OR, Education: GS-3:You must have completed one (1) full academic years of post-high school study. GS-4: Completion of 2 full academic years of post high school study or an associate's degree. GS-5: Completion of 4 full academic years of post high school leading to a bachelor's degree or equivalent degree. [NOTE: TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLCIATION MATERIALS. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) OK.] OR, Combination of Education and Experience: When combining education and experience to meet the minimum requirements, first we determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Next determine the applicant's education as a percentage of the education required for the grade level. To determine if the applicant has met the minimum requirement, add the education percentage and experience percentage. The total percentage must equal or exceed 100 percent.***One full academic year of undergraduate; graduate; vocational; trades; technical or high school education is the number of credit hours determined by the college, university or school to represent 1 year of full-time study. Academic year-- An academic year is computed as follows: At the undergraduate level, successfully completed education that has not led to possession of a degree is credited based on its relationship to 120 semester hours or 180 quarter hours. For example, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. Additional credit cannot be given for duplicate course work. For study at a business or technical school, 36 weeks of study (20+ classroom hours per week) is comparable to 1 academic year above high school. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. When academic credit is expressed in contract months, units, or other terms that differ from conventional semester or quarter hours, it is the responsibility of the applicant to provide an interpretation of such credits from the appropriate institution in order to equate them to the semester or quarter hours specified in the standard. NOTE: UNOFFICIAL TRANSCRIPTS OR OFFICIAL TRANSCRIPTS MUST INCLUDE IDENTIFIABLE INFORMATION NAME OF APPLICANT, NAME OF SCHOOL, DEGREE OR CERTIFICATE PURSUING AND NUMBER OF UNITS TAKEN OR TAKING. In addition, within (120) days after an Intern's successful completion of course of a course of academic study, a VA facility may convert that Intern non-competitively from the Internship Program to a term or permanent position in the competitive service, provided that all terms of 5 CFR 362.204 are met and there is an available position. However, conversion is not mandatory or guaranteed. A minimum (2.0) cumulative Grade Point Average (GPA) per semester/quarter, in good standing with the education institution, must be maintained for the education institution, must be maintained for the education institution, must be maintained for the duration of this PATHWAYS excepted service appointment. GPA must be provided in the transcripts. Must be able to complete 640 hours of work experience prior to completing degree course work requirements to be considered for conversion. If selected, student must sign a Internship Program Participant Agreement and provide official transcripts at the end of each academic term. If selectee is converted, the student may be converted into a career ladder. You will be rated on the following Competencies for this position:

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, occasional lifting, or prolonged sitting may be required .The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
