Government Affairs Program Manager

The Climate Action Campaign (CAC) is looking for a dynamic team player with (2 – 4 years of experience) who is a self-starter and is able to juggle multiple projects in support of the Government Affairs team. In this multifaceted role, you will coordinate with Government Affairs professionals (CAC leadership, core members, partners and lobbyists) for the development and implementation of legislative strategies, policy goals and advocacy efforts on climate issues. Your project management and collaboration skills will be used to maintain clear lines of communications and gather information to ensure that no silos exist.

Government Affairs Relationship Management (50% of time)
• Work with the Director of Government Affairs and Senior Director of Coalition Management to coordinate with coalition partners and consultants to enhance campaign operations through better intel, communication, and faster collective action
• Coordinate and assist CAC’s Lobby Work Group to maintain contact and share intel
• Coordinate between CAC field work and the Lobby Work Group to seamlessly share information and craft and implement strategies to move legislative targets

Project Management and Support (30% of time)
Support the work of the Government Affairs Department with coalition lobby leads, consultants, and others to:
• Assist with the development and advancement of campaign strategies
• Rapidly communicate information
• Facilitate information sharing
• Manage weekly, monthly, and other calls or meetings. This includes scheduling, creating agendas, taking notes/minutes, tracking meetings, intel, data and sharing materials
• Draft and support the creation of strategy memos, threat landscapes, target lists, and meeting readouts
• Work with others to identify and track target advancement and treatment recommendations
• Engage in rapid response deployment of materials and resources
• Synthesize information to ensure that intelligence from the Lobby team and CAC consultants is shared with CAC staff and field partners

Among other responsibilities, the Government Affairs Program Manager will (20% of time):
• Attend educational meetings and government affairs strategy meetings around the campaign, with external partners/allies and on Capitol Hill; track outcomes and next steps from meetings
• Serve as a hub of information sharing between the Director of Government Affairs, Senior Director of Coalition Management and the Executive Director, and other departments within CAC as well as with our groups’ lobbyists and our field partners
• Review and summarize major legislation, working with appropriate coalition partners to distill it into a digestible format for colleagues
• Help disseminate Hill Talking points and other materials developed by the campaign

Who You Are
A successful candidate for this position is a mission-driven, hardworking, but fun-loving “people person” and organizer who has/is:
• At least 2-4 years of experience working on advocacy or political campaigns, on Capitol Hill, or with an advocacy or nonprofit organizations
• Enthusiasm for mission-driven work in the climate field
• High degree of professionalism and cultural competency in dealing with diverse groups of people
• Must have the ability to communicate, build and maintain collaborative relationships throughout the organization and with members of Congress, staff, key federal agency officials, CAC coalition partners, their working groups, and their consultants, funders and vendors
• Demonstrated knowledge of Congress, Congressional committees, the legislative and regulatory process and oversight of the federal government by Congress, and Congressional procedure and protocol
• Demonstrated ability to work effectively both independently and with others in a cooperative, enthusiastic and friendly manner
• Demonstrated ability to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements with impeccable attention to detail
• Intermediate Proficiency with Microsoft Office, Google Apps equivalents, and database/spreadsheet functions; knowledge of Congress Plus is preferred
• Strong communication, writing and project management skills
• Ability to identify and act upon opportunities to enhance results and manage problems without needing to be asked
• Ability to react with appropriate levels of urgency to situations and events that require quick response or turnaround
• Ability to complete a high volume of tasks and projects with little guidance
• Ability to manage and execute multiple tasks and deadlines simultaneously
• Demonstrate flexibility and adaptability in an evolving role

The Government Affairs Program Manager will not engage in activities that would require them to register under the federal Lobbying Disclosure Act. Furthermore, they will not engage in 527 or electoral activities.

The Process
Successful applicants will receive a phone screen conducted by staff of The Griffin Partnership. The next round of interviews will involve a virtual interview (over Zoom) with members of the Climate Action Campaign Hiring Team. After that interview, finalists will be asked to complete a skills-based exercise. There may be another interview before a successful applicant is chosen. This hiring process is on a fast track and applications may only be accepted for a limited period of time. We hope to have someone start the beginning of July or sooner.

The Fine Print
This is a full-time position based in Washington, DC, though our teams are currently working from home due to COVID-19.

The target salary for this position is $50,000 depending on experience. We offer an excellent benefits package which includes 100% employer paid medical, dental, and vision insurance, generous paid time off, and a 401k plan.
