About the Office:
The Mayor’s Office of Risk Management and Compliance (MoRMC), which was created by Mayor Eric Adams, assists City agencies in assessing their operational, financial and compliance risks, eliminating and preventing waste and mismanagement, and improving the effectiveness of City operations. MoRMC works directly with individual City agencies to help them create and enhance risk management and compliance programs and develop tools that will enable them to flag programmatic and operational risks. This position works primarily with MoRMC’s Audit Management team to address risks identified by external and internal audits and to support City agencies in their responses to and implementation of audit recommendations stemming from external and internal audits.

About the Role:
The Senior Policy Analyst for Audit, Risk Management and Compliance, reporting to the Deputy Director for Audits and Interagency Coordination, is responsible for providing legal and operational analysis related to audits, risk management and compliance in connection with government programs and operations.

The Senior Policy Analyst will conduct studies of legal and operational issues, including analyses of agency internal controls in financial and programmatic areas, and will produce analytical research reports that include recommendations to executive management for improvement where needed.

The office of Risk Management and Compliance is recruiting for one (1) City Research Scientist to function as the Senior Policy Analyst, who will:
• Identify, maintain, and coordinate the acquisition of high utility data sets from city agencies and third-party sources as they relate to policy and related initiatives.
• Apply statistical and data mining techniques to conduct detection, trend analysis, and predictive analytics using acquired data which will assist to formulate policy and/or programmatic initiatives.
• Create, compile, and summarize research results on policy initiatives, etc., and develop summaries, reports, etc.
• Analyze and develop policy proposals to enhance fairness, responsiveness, efficiency, and effectiveness of subject areas; and when appropriate, implement operational efficiencies.
• Provide analytical assistance to team members, including quantitative and qualitative data analysis, the evaluation of best practices, and the identification and assessment of operational improvement opportunities within and outside of the agency.
• Provide project management assistance, including developing and maintaining project plans and other documents, managing, and coordinating project elements, reviewing work products, and ensuring efficient progress on implementation of policy and policy related issues.
• Maintaining an up-to-date audit database that includes audit recommendations and tracks agency follow-up.
• Identifying trends and patterns across audits, investigations and other inquiries and helping to develop appropriate improvement plans to address agency concerns.
• Reviewing agency Financial Integrity Statements to assess agencies identification of risks, actions to address those risks, and to determine compliance with Comptroller’s Directive 1.

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
• The successful candidate must possess the maturity, discretion, and judgment necessary for the handling of a myriad of sensitive, and often confidential, matters, and advising public servants at all levels
• Strong organizational, analytical, interpersonal/collaborative, time-management, multi-tasking and writing skills, including the ability to problem solve, take initiative, prioritize duties, work independently and within a team environment, with a commitment to follow-up and detail.
• Expert writing and analytical skills
• A temperament suitable to work in and support the management of a small, collegial office.
• Prior government experience, especially in the capacity of an oversight agency. Advanced proficiency with Microsoft Office Suite.

Salary Range:
$75,504 - $94,761
